• «Public Transport Authority» reviews the new regulation for the transport of goods and freight brokers and truck leasing

    On Sunday, October 21, 2018, the Public Transport Authority (PTA) reviewed in a workshop organized by the Logistics Committee of Asharqia Chamber, as part of its plan for 2018, the mechanism of implementing the new regulation regulating the movement of goods and freight brokers and car rental on land roads at the headquarter of the Chamber in Dammam.

     A large number of businessmen, carriers, interested and officials in the transport companies in the Eastern Region attended the workshop.

     

    The General Supervisor of Legal Affairs in the Public Transport Authority, Abdulaziz bin Saud Al-Faraj, emphasized the importance and effectiveness of such meetings, as he clarified that the Authority's competent and is concerned with the first priority in creating a regulatory environment conducive to all sectors of transport.

    He said, "The regulation aims to stabilize the transport market in the Kingdom, and that it was built according to the best regulatory standards and was based on the best international experiences. It was directed to reset the trucking sector, which is one of the most vital sectors in the Kingdom."

    He pointed out that the Authority has been working since its establishment to facilitate the transport industry to be safe and sensitive to future needs.

     

    Moreover, the Director General of the Department of Public Transport of the Authority, Ibrahim bin Abdullah Al-Mudeihim, said that one of the objectives of the regulation to achieve the highest levels of efficiency in the transfer process and comply with safety requirements and contribute to make the Kingdom a global logistics platform, in line with the objectives of economic and social development in the Kingdom and to achieve the vision of the Kingdom 2030.

     

    The workshop is an extension of the previous workshops, as the purpose of this workshop is to present the mechanism for implementing the provisions of the regulation, which aims at preserving current investments and not being affected by the new requirements.

    The workshop dealt with a detailed presentation on the executive mechanism of the provisions of the regulation of the transport of goods and freight brokers and the leasing of trucks on land roads.

     

     

    The Director of the Department of Transit and International Transport at the Public Transport Authority, Eng. Abdullah bin Misfer Al-Qahtani, explained the provisions of the regulation and its new requirements. He noted that the regulation stipulated in relation to the activity of the transport of goods.

    As the minimum required for the operation of trucks shall be 10, so that this condition shall be mandatory for the issuance of new licenses from the date of entry into force of the regulations.

    The facilities licensed in the activity prior to 1/2 / 1440H shall be given a period of three years ending on 1/2 / 1443H to satisfy the minimum number of trucks, renewing the old licenses by providing the previous minimum number of trucks for which the license was granted on the basis of the license,

    He also explained that the operating life of the trucks used in the activity should not exceed (20) years of the year of manufacture as of 1/2 / 1443H.

    He pointed out that the regulation set a maximum operational age of (5) years from the year of manufacture to enter trucks for activity. This condition applies to trucks that entered the Kingdom after the date of 1/2 / 1440H, as well as the obligation to link to the electronic platform, and the link to "Bayan platform" for the transport document, from the date of mandatory application, which will be determined by the Commission later after the accreditation of the service providers.

     

    Regard the shipping intermediaries, Al-Qahtani said that the regulation required the mandatory application to the platform (Bayan) and of the electronic platform of the Authority as well, and providing (SR 250,000) upon issuance of a new license to practice the activity.

     

    As for the licenses of the existing enterprises (the goods deportation activity), a one-year grace period, ending on 1/2 / 1441H, shall be granted to satisfy the financial guarantee requirement.

    The financial guarantee should be provided within the period of the year from the effective date and thereafter becomes mandatory for the existing licenses that to change that the name of the activity from the " the goods deportation activity " to the "freight forwarder" upon renewal.

     

    Al-Qahtani added that the regulation regulates truck leasing activity as a new activity, and stipulated that the minimum number of trucks required for the operation of 25 trucks at the time of issuance of the license should not exceed the operational age of trucks used in the activity (20 years) of the year of manufacture from the date of entry into force of the Regulations.

     And that the operating life of the trucks should be at the maximum (5) years of the year of manufacture for the trucks that entered the Kingdom after the date 1/2/1440H.

     

    Al-Qahtani concluded his presentation on the mechanism for implementing the provisions of the regulation, as the conditions and requirements of the transport document stipulated in the regulation will be applied in accordance with the provisions of the regulation from 1/2 / 1440H.

    And that the regulation is limited to driving individual trucks engaged in the activity of the carriage of goods (with pay) to the owner or the authorized assistant driver (Saudi nationality).

     

    The drivers should be obtaining a driver's license from the appropriate category, obtaining a professional driver's card, connecting with a qualified auto-tracking service provider from the Authority, and linking to "Bayan" platform from the date of mandatory application.

     

    Regarding the trucks operating in the transport of goods to the special account, the regulation required its owners of establishments and individuals to prove the need when issuing a new operating card such as the existence of an agricultural instrument, or a zakaah certificate, or a veterinary health certificate for animals, or its provisions as of 1/2 / 1440H.

    In case of renewing the operating cards, the requirement of proof of necessity shall apply as from 1/2 / 1441H.​
